Can You Swap Your Foreign License for a Korean One?

Your license works here. For about a year.

That is the part almost nobody explains at arrival. You land, you drive on your home license or an International Driving Permit, and everything is fine until the clock runs out. Then you walk into a license office with a folder of documents and get sent home because one paper is missing a stamp.

This guide covers what the 면허 교환 (license exchange) actually asks for, which countries get the test exemption, and the two steps that quietly reject the most people.

Why can’t you just keep driving on your home license?

A foreign license is valid in Korea only for a limited window, and an International Driving Permit (IDP) is valid for one year from its issue date. After that you are driving unlicensed under Korean law, which is treated as a criminal offence, not a parking ticket. An IDP also cannot be renewed inside Korea. You would have to leave, get a new one abroad, and come back. That is a plane ticket to solve a paperwork problem.

There is a second reason people rush this. Car rental counters, insurance companies, and delivery or ride-hailing platforms increasingly want a Korean license number in their system. An IDP gets you a rental car. It does not always get you an insurance policy priced like a resident’s.

So the real question is not whether you can exchange. It is whether your country lets you skip the driving test.

Which countries get the driving test exemption?

Korea signs bilateral driving licence agreements with individual countries and jurisdictions. If yours is on that list, you are a “designated country” applicant: you skip the skills test and the road test entirely. Here is the catch that surprises Americans. The United States is handled state by state, not as one country. Some states have an agreement with Korea and some do not, and the terms differ. A Virginia license and a California license can land you in two different queues at the same counter.

Under the Road Traffic Act, a person who holds a driver’s license issued by a foreign country may obtain a Korean driver’s license after confirmation by the relevant foreign embassy or consulate in Korea, subject to the conditions prescribed by Presidential Decree.

What the KoRoad license exchange exemption countries list does not do is exempt you from everything. Even designated-country applicants normally take a short written check covering Korean road signs and traffic rules. It is available in English and several other languages. Think of it as a formality with a pass mark, not a real exam.

And if your country is not on the list? You are not blocked. You take the standard Korean licensing route: written test, skills test, road test. Many foreign residents do exactly this, and holding a foreign license still helps because you already know how to drive.

If the document is not in Korean or English, you need a certified translation. A friend’s translation will not pass.

One more document trap. Your name must match across passport, ARC, and foreign license. Middle names dropped on one document, or a maiden name on another, trigger a rejection. Fix the mismatch before you queue, not at the window.

The order you do these things in matters more than most people expect.

What is the actual step-by-step procedure?

The foreign license to Korean license procedure runs in five stages: get your license verified by your embassy or apostille, gather documents, visit a Driver’s License Examination Office, submit and take the vision and written check, then surrender your foreign license and receive the Korean one. Processing at the office typically finishes the same day if your paperwork is complete.

Step by step:

  1. Confirm your country’s status. Check whether you qualify for designated country license exchange in Korea, or whether you face the full test route. This decides everything downstream.
  2. Get verification. Contact your embassy in Seoul, or start the apostille process at home. Start here, because this is the slow step. Everything else is fast.
  3. Assemble the file. Passport, ARC, original license, two photos, translation if needed, verification document.
  4. Go to a Driver’s License Examination Office. Not a district office, not a police station. There are examination offices across the country, and major ones in Seoul handle foreign applicants routinely. Bring cash or a card for fees.
  5. Sit the vision test and the written check. English versions are available at major offices. Ask for the language you want before you sit down.
  6. Hand over your foreign license. Korea keeps the original. This is not a loss, but you must plan for it.

On that last point, read carefully. When you surrender your foreign license, you cannot use it abroad while you hold the Korean one. If you need to drive in your home country during a visit, you either request a temporary return arrangement, or you get a certified copy and a letter before you convert. Ask at the counter before you sign anything.

You receive a Korean license, usually a Type 2 ordinary license (2종 보통), which covers standard passenger cars. The medical check is a small additional fee if you take it on site.

The practical gains are immediate. Car rental without the IDP paperwork. Insurance quoted on a Korean license number. Car sharing apps like 쏘카 (Socar) that verify a domestic license. And no annual scramble to renew an IDP from overseas.

There is a nuance on license class. A foreign motorcycle entitlement does not automatically convert. Neither do commercial or heavy vehicle classes. The exchange generally maps your ordinary car entitlement to the Korean ordinary class, and anything above that means taking Korean tests. If you drove a truck at home, assume you are starting fresh here.

Your visa status matters too. You need lawful residence and an ARC or equivalent residence record to apply, which means short-term tourists cannot convert. The expired-license trap deserves a warning. If your home license has already expired, Korea has nothing valid to exchange.
