New Passport in Korea? How to Update Your ARC Passport…
Your passport changed. Korea doesn’t know yet.
You renewed at your embassy, flew back, and went straight back to work or class. Your ARC (Alien Registration Card, oegugin deungnokjeung) still works at the bank and the clinic. So the job feels done. It isn’t. Korea’s immigration database still lists your old passport number. And the law gives you a short window to fix that.
This applies to almost every registered foreigner. That includes D-2 students, D-10 job seekers, E-7 and E-9 workers, F-2 and F-5 residents, and F-6 marriage migrants. If you never finished your first registration, start there instead. ARC registration Korea
Why doesn’t Korea update your new passport number automatically?
Korea Immigration Service links your stay to the passport details recorded when you registered. Foreign embassies do not send new passport data to Korean immigration. Under Article 35 of the Immigration Act, the duty to report sits with you. Until you file, your foreigner registration record (oegugin deungnok) points to a passport number that no longer exists.
Your registration record holds several fields. Article 35 of the Immigration Act lists the ones you must report when they change:
- Name, sex, date of birth, and nationality
- Passport number, issue date, and expiry date
- For some statuses of stay, details of the school or organization you belong to
Your address is a separate duty. Moving house falls under Article 36 (report of change of place of stay), not Article 35.
Immigration Act, Article 35 (summary of the English translation published by MOLEG): a registered foreigner must report a change in registered matters, including passport details, to the head of the competent immigration office within 15 days of the change.
You can read the full English text of the Immigration Act on the Ministry of Government Legislation (MOLEG) site.
Here’s the catch. Your new passport has no Korean visa sticker. That’s fine. You don’t need to transfer old stamps or stickers. Your status of stay lives in the immigration database and on your ARC. What matters is that the database links your ARC to the correct passport.
So how long do you have? Less time than most people assume.
How long do you have to report a new passport number in Korea?
You have 15 days from the date the change happens. For a new passport, the safest reading is to count from the issue date printed inside it. Embassies can take weeks to issue a passport, so plan the renewal early. If your passport expires before your period of stay ends, renew it before you apply for any extension.
This is where the “new passport number report Korea” question gets real. Many people only notice the gap when they try to extend their visa. By then, the 15 days are long gone.
Here is a simple timeline that keeps you safe:
- Check two dates. Compare your passport expiry with your period of stay on your ARC.
- Book the embassy early. If your passport expires within about six months, start the renewal now. Processing times vary by country.
- Day 0. Your new passport is issued. The 15-day clock starts.
- Within 15 days. File the passport change report on HiKorea or at your immigration office.
- Then extend. Apply for your extension with the new passport already on file.
Why does order matter? An extension application needs a valid passport. If yours expires mid-stay, the officer has nothing current to attach your new period of stay to. That is the passport renewal and alien registration deadline trap in one sentence.
Renewed abroad during a trip? Report as soon as you return. Keep your boarding passes or entry records in case an officer asks about the dates.
Filing is free. Showing up with the wrong paperwork, though, costs you a second appointment.
What documents get a passport change approved on the first visit?
Bring the Integrated Application Form, your new passport, your old passport if you still have it, and your ARC. The report itself has no government fee. A photo is usually not needed, because a passport-only change doesn’t reissue your card. If your old passport was lost or stolen, bring the loss confirmation issued by your embassy.
Here is the change of passport information required documents checklist:
- Integrated Application Form (tonghap sincheongseo), with “Report of change of registration” ticked. Forms are available at the office and on HiKorea.
- New passport, original.
- Old passport, original, if you have it. Some embassies cancel it and hand it back to you.
- ARC, original.
- Copy of the new passport photo page. Not every office asks, but bringing one saves time.
- Embassy loss certificate, only if the old passport was lost or stolen.
What about the Immigration Office passport change report fee? There isn’t one for a passport-only report. Costs appear only if your card must be reissued. That happens with a name or nationality change, for example. Check the current fee table on HiKorea before you go.
Most immigration offices now require a booking. Use the Visit Reservation menu on HiKorea. Walk-ins are often turned away at busy offices in Seoul and Gyeonggi. HiKorea visit reservation
But do you even need to go in person? Often, no.
Can you report a passport change online through HiKorea?
Yes, for most registered foreigners. HiKorea’s e-Application menu includes a report of change in foreigner registration details. You need a HiKorea account and a Korean digital certificate, such as a joint certificate or a financial certificate from your bank. You upload scans of your new passport and ARC. An officer then reviews it.
Here’s how the HiKorea passport information change online process usually runs:
- Go to HiKorea and switch the language to English.
- Log in as a member. New users must sign up first.
- Open e-Application and choose the report for change of registration information.
- Verify your identity with your digital certificate.
- Enter the new passport number, issue date, and expiry date exactly as printed.
- Upload scans of the passport photo page and both sides of your ARC.
- Submit and save the receipt screen. It records your submission date.
- Track progress under the application status menu.
Here’s what actually happens next. Most simple passport updates are approved without a visit. Sometimes the officer asks for a clearer scan or an extra document. If that happens, you get a notice and must respond. A rejection usually means you file in person instead.
Who should skip the online route?
- New arrivals without a Korean bank certificate. You can’t log in to e-Application yet.
- People changing name or nationality. Your card needs reissuing, which means an office visit.
- Anyone already past the deadline. An officer will likely need to handle the fine first.

Skip all of this, and the bill arrives later. Usually at the worst moment.
What happens if you report your new passport late?
Late reporting breaks Article 35 of the Immigration Act. Article 100 allows an administrative fine (gwataeryo) of up to KRW 1 million. The actual amount depends on how long you waited. Officers usually spot the gap when you apply for an extension, a change of status, or permanent residency. So the fine lands right when you need approval most.
But it gets worse. You normally have to pay the fine before your main application moves forward. If your stay is close to expiring, that delay adds stress you don’t need.
The record can also follow you. Applications for F-5 permanent residency and for naturalization look at your past compliance with immigration law. One small fine won’t end your plans. A pattern of late reports looks careless, though.
Already late? Report now. Waiting only stretches the delay the fine is based on. Be honest about the dates when the officer asks.
Immigration isn’t the only place your old number still lives, either.
Which other records still carry your old passport number?
Your bank, mobile carrier, employer, and school may keep your passport details. Most use your ARC number as the main ID, so daily life keeps working. But overseas transfers, certificate renewals, and contract changes can fail when the passport on file has expired. Update these after immigration accepts your report, not before.
Go through this list once:
- Banks. Overseas remittances and customer ID checks often use passport data. Bring your ARC and new passport to a branch.
- Mobile carriers. Postpaid contracts and identity checks can fail with expired passport details.
- Employer HR. E-7 and E-9 workers often rely on employers for extension paperwork. Give HR a copy of the new passport.
- University international office. D-2 and D-4 students should update their school records. Schools track their students’ status.
- NHIS. The National Health Insurance Service keys your record to your ARC number. A passport-only change usually needs nothing here, but a name change does.
- Tax records. Year-end tax settlement with the National Tax Service also uses your ARC number. Keep your details consistent across employers.

So what should you do today? Open your passport and find the issue date. If it’s new, count 15 days forward and write that date down. Got a certificate? File on HiKorea tonight. No certificate? Book a visit for this week. Then, once immigration approves, update your bank, carrier, and employer in one go. The whole job takes about an hour. Skipping it can cost you up to KRW 1 million.
자주 묻는 질문
QDo I need a new ARC card after getting a new passport?
Usually not. Your passport number is not printed on the ARC, so a passport-only change just updates the immigration database. A new card is needed for changes like name or nationality, which also require an office visit.
QIs there a fee to report a new passport to Korean immigration?
No government fee applies to the change report itself. Fees appear only if your card must be reissued or if you reported late and receive an administrative fine. Check the current fee table on HiKorea before visiting.
QMy passport expires before my visa. What should I do?
Renew the passport at your embassy first, then report the new passport within 15 days of its issue date. After that, apply for your extension. An extension application needs a valid passport, so leaving the renewal until the last minute creates a deadline trap.
QWhat if my old passport was lost or stolen?
Get a new passport from your embassy and ask for a document confirming the loss. Bring it to the immigration office with your new passport, your ARC, and the Integrated Application Form. Report within 15 days of the new passport's issue date.
QCan someone else file the passport change report for me?
Some immigration offices accept filings from a proxy, such as a family member or a registered administrative agent, with a power of attorney. Rules differ by office and situation. Call the Immigration Contact Center at 1345 to confirm before sending someone.
