And one morning you notice the ARC renewal deadline is next week. The reservation calendar is full, and your lease is in a box somewhere.
Sound familiar? You’re not careless. The system just assumes you already know how it works.

Why “ARC renewal” is really a visa deadline
When people say “ARC renewal,” they almost always mean an extension of their period of stay. The plastic card is just your ID. What actually expires is your permission to remain in Korea. Under the Immigration Act, you must get that extension from the Ministry of Justice before the period ends. Miss it, and you’re overstaying, even if your card looks fine.
The legal basis is short and blunt. Article 25 of the Immigration Act, as translated by the Ministry of Government Legislation (MOLEG), says:
“Where a foreigner intends to continue to sojourn in the Republic of Korea beyond the permitted period of sojourn, he/she shall obtain permission for extension of sojourn period from the Minister of Justice, as prescribed by Presidential Decree, before the period expires.”
Look at the last three words. Before the period expires. There is no grace period.
In practice, the Korea Immigration Service (KIS) handles your case at the immigration office that covers your registered address. Three different procedures get mixed up all the time:
- Extension of stay (cheryu gigan yeonjang): new permission to stay longer. This is what “renewal” really means.
- ARC reissuance: a new physical card after loss or damage. It does not extend your stay by a single day.
- Change of status: switching visas, such as D-2 to D-10 or E-7 to F-2. Different form, different rules.

How many days before expiry to apply, and why the last month is risky
HiKorea currently accepts extension applications from 4 months before your stay expires until the expiry date itself. Legally, the last day still counts. Practically, it’s a gamble. Visit reservations at busy offices can be booked out for weeks, and one missing document sends you home. Aim to file in the first two months of the window, so you have room to fix mistakes.
Why so early? Three reasons.
First, reservations. Most immigration offices require a visit reservation made on HiKorea. Walk-ins are usually turned away. In Seoul, Incheon, and Gyeonggi, open slots can vanish weeks ahead, especially near the start of university semesters.
Second, documents. Some papers take time. A university certificate, a tax payment certificate from the National Tax Service, or a translated foreign record can each add days.
Third, surprises. An officer may ask for one more document at the counter. At 3 months out, that’s an inconvenience. At 3 days out, it’s a crisis.

Some statuses can file online through HiKorea’s e-Application menu. The eligible list changes over time, so check it before you book a visit. Online filing only counts if you submit before the expiry date.

The documents required for renewal, and the one that surprises people
Every extension starts with the same core set: the Integrated Application Form (Form 34), your passport, your ARC, the fee of KRW 60,000, and proof of residence. Then your visa type adds its own papers. The item that surprises many applicants is proof of residence, a lease or dorm certificate showing where you live. Bring originals and copies.
The core set for almost everyone
- Integrated Application Form (tonghap sincheongseo, Form 34). Available at the office or on HiKorea.
- Passport, original and valid.
- ARC, original.
- Fee of KRW 60,000 for a standard extension, per HiKorea’s fee schedule. Some cases are exempt.

Three document rules that cause trouble
- Fresh certificates. Most offices expect Korean certificates issued within the last 3 months.
- Foreign papers need more work. Documents from your home country need an apostille or consular legalization, plus a Korean translation.
- Originals and copies. Bring both. Always.
Here’s what actually happens if something is missing. The officer may accept your file and give you a deadline to submit the rest. Miss that deadline, and the application can be refused.

The day after your stay expires, you’re an overstayer under the Immigration Act. Article 94 sets a legal ceiling of up to 3 years in prison or a fine of up to KRW 30 million. Most short, first-time cases never reach court. Instead, the immigration office imposes an administrative fine, then decides whether you may stay or must leave.
That ceiling sounds terrifying. It’s a ceiling, not a price list. But the real cost goes beyond the fine.
The late renewal fine amount: why no one can quote you one number
You’ll find forums listing exact figures. Be careful with them. The fine (beomchikgeum) is set by the immigration office using Ministry of Justice criteria. The main factors are:
- How long you overstayed, days versus months
- Whether you came forward yourself
- Your past immigration record
- Your status and personal circumstances
Coming in voluntarily counts in your favor. Getting caught during an ID check, a workplace inspection, or at the airport does not.
But it gets worse. Paying the fine doesn’t end the case. After payment, the office decides whether to process your extension, give you a short period to depart, or issue a departure order. That decision is discretionary. A recorded overstay can also resurface later, when you apply for F-2, F-5, or naturalization.
The penalty for overdue registration after arrival
This is a separate deadline. If you entered on a long-term visa, you must apply for alien registration within 90 days of entry under Article 31. Missing it is its own violation, with its own fine. Many D-2 students and E-7 or E-9 workers assume the school or employer handled it. Unless they confirm in writing that they filed for you, assume it’s your job.
What to do today if you’re already late
- Don’t leave Korea to “reset” the problem. Departing with an unresolved overstay can mean a fine at the airport and a possible entry ban.

Being on time solves the biggest problem. It doesn’t solve every problem, though. Some renewals get approved, just shorter than expected.
The quiet problems that can shorten your next stay
Being on time doesn’t guarantee a full-length extension. Unpaid health insurance premiums, unpaid national taxes, an unreported address change, or an unapproved job change can all lead to a shorter stay or a delay. Immigration can see NHIS arrears data. Clear these issues at least a month before your appointment, and bring the payment receipts with you.
Health insurance arrears
Since July 2019, most foreign residents staying 6 months or more are enrolled in National Health Insurance automatically. Address and passport changes
Article 36 of the Immigration Act requires you to report a new address within 15 days of moving. You can report at your local community service center (jumin senteo) or online through HiKorea. A late report brings a separate administrative fine (gwataeryo). It also means your proof of residence won’t match your record at the counter.
Renewed your passport? Report the new passport details too. Immigration generally won’t grant a stay that runs past your passport’s expiry date.
Job changes on work visas
E-7 holders generally need permission before switching workplaces. If you moved jobs without it, your renewal turns into a much bigger conversation. Sort that out first.

- Months 2 to 3: Collect Korean certificates. Get foreign papers apostilled and translated.
- Appointment day: Bring originals, copies, the fee, and proof of residence.
