The form was easy. The login was not.

You found jeongbu24 (정부24), the government’s one-stop civil service portal, known in English as Government24. You typed your 13-digit alien registration number. Then the screen asked for ganpyeon injeung (간편인증, simple authentication), and none of the listed options looked like anything you owned. So you closed the tab and booked another morning off work.

That morning off is usually avoidable. Foreign residents can pull most routine paperwork from a laptop at home. What stops people is almost never eligibility. It is identity verification.

You have an ARC. So why won’t Gov24 let you in?

Government24 accepts your alien registration number as your identifier. It will not accept a passport number. Before releasing any document, the portal must confirm that you are the person behind that number, using a Korean verification method. Three routes exist for foreign residents: a simple authentication app, a bank-issued certificate, or Digital One-Pass. Each needs one setup step first.

The three doors into the portal

Simple authentication. This is the ganpyeon injeung list you saw: PASS, KakaoTalk, Naver, Toss, Samsung Pass, and several bank apps. It works by pinging a phone number that is registered to your name and your ARC number. That is the catch. If your line sits under a friend’s name, a company account, or a prepaid SIM bought with a passport, verification fails silently. The screen just says the information does not match.

A certificate from your bank. The geumyung injeungseo (금융인증서, financial certificate) is issued inside your banking app, stored in the cloud, and needs no browser plugin. The older gongdong injeungseo (공동인증서, joint certificate) installs on one device and expires yearly. Both require that your bank already holds your ARC number. Many banks make you appear in person once to enable online certificates.

Digital One-Pass. One account, then single sign-on across hundreds of public sites. Useful later, but you still verify once at the start using one of the two methods above.

So Gov24 foreigner login with an ARC is not really a Gov24 problem. It is a telecom and banking problem. Fix the phone contract, and the portal opens.

One more thing about the ARC number itself. It has the same 13-digit shape as a Korean resident registration number, which is why most forms accept it. It is not the same record, though, and that difference decides which certificate you can request. Here is where it matters.

Foreign residents are not listed in the resident registration system, so the jumin deungnok deungbon does not exist for you. Your equivalent is the certificate of alien registration facts (외국인등록사실증명). It shows your name, status of stay, registration date, and registered address. Banks, universities, employers, and landlords accept it in place of the Korean household document.

Overseas Koreans on an F-4 visa use a different paper. You report a domestic residence instead of registering as a foreigner, so you request a certificate of domestic residence report (국내거소신고사실증명). Same purpose, different form name. Asking for the wrong one at a counter costs you a queue number.

Any foreigner who intends to stay in the Republic of Korea for at least 91 days from the date of entry shall register with the head of the competent immigration office within 90 days from the date of entry.

That 91-day line explains a common failure. If you arrived on a short-term visa and never registered, you have no ARC number, so no amount of clicking will produce a certificate. Registration comes first, always.

What you can print at home, and what still needs a counter

Applications that a civil servant has to open and approve move only on weekdays, roughly 09:00 to 18:00. File one on Friday night and it sits until Monday. Nothing is broken. It is just a person, not a server.

Getting a civil certificate as a foreigner without visiting an office is realistic for the first list, and a waste of an afternoon for the second. Knowing which list you are on is the whole trick.

Then comes the part nobody warns you about.

The step where most applicants get stuck: printing

Gov24 issues many certificates as a print job, not a download. The portal talks to your printer through a small browser component, and if no printer is connected the request can close as unprinted. Some documents allow a PDF into the digital document wallet instead. Choose that option when you plan to send the file, not carry it.

Think about the delivery step before you click issue.

Paper. You need a working printer at that moment. A shared office printer usually works. A phone alone usually does not.

Universities, banks, and public offices increasingly accept it. Ask the receiving desk first whether they take an electronic copy, because a refusal after issuance means starting over.

Kiosks. Unmanned civil service machines sit in subway stations and community centers. Coverage for foreign residents is narrower than for Korean nationals and varies by district, since many machines verify identity against the resident registration system. Treat kiosks as a bonus, never as your plan.

One detail saves repeat trips. Every issued certificate carries a document number that the receiving office can check for tampering. Most institutions also want a certificate issued within the last 3 months, so a copy you saved last spring will bounce. Issue fresh, then submit.

And when the portal still refuses you? There is a second door.

Start with the phone line. Check whether the contract is in your name with your ARC number attached, because that single fact unlocks simple authentication and, through it, most of the portal.

Next, visit your bank once and enable a financial certificate. It takes about twenty minutes at the counter and removes the phone dependency entirely.
