Korea Tax Payment Certificate: What Immigration Wants and…

12분 읽기

One line on the checklist stops you.

It says napse jeungmyeongseo (납세증명서, tax payment certificate). You’ve paid tax through your employer every month. You’ve never ignored a bill. Still, the immigration office wants printed proof. And the Korean tax websites weren’t built with you in mind.

You’re not the only one stuck here. Students on D-2 visas, job seekers on D-10, engineers on E-7, spouses on F-6, and overseas Koreans on F-4 all hit the same wall. The form is done. The appointment is booked. Then the document stage asks for tax papers you’ve never heard of. Korea visa extension

This guide covers which tax papers Korea Immigration Service actually asks for. It shows how to issue them online with your ARC (Alien Registration Card). And it flags the timing mistake that sends people back to the queue.

Why does immigration care about your taxes at all?

Korean law ties your tax record to your right to stay. Under the National Tax Collection Act, registered foreigners must submit a tax payment certificate. This applies when they ask the Ministry of Justice for certain stay permits, such as an extension. The Local Tax Collection Act has a matching rule for local taxes. Unpaid tax can also shorten your next permit.

The rule isn’t new. It has sat in the tax law for years. It just rarely gets explained in English.

A foreigner who has completed alien registration under the Immigration Act and applies to the Minister of Justice for a stay permit prescribed by Presidential Decree, such as an extension of the period of stay, shall submit a tax payment certificate. (National Tax Collection Act, summarized from the English statute database at MOLEG)

The same rule covers overseas Koreans who filed a domestic residence report under the Overseas Koreans Act. That matters if you hold an F-4.

So does every extension need a paper certificate? Not always. Korea Immigration Service checks many records electronically with the National Tax Service and local governments. Plenty of routine extensions go through without a printed tax certificate.

But the checklist on HiKorea is what counts for your case. A tax clearance certificate shows up most often in the required documents for long-term statuses. Think F-2 residency, F-5 permanent residency, and business statuses like D-8. An officer can also ask for one at the counter.

The safe move? Bring it anyway. Issuing it online costs 0 won, and it takes about 10 minutes once you can log in.

Here’s the catch. There are three tax documents with almost the same name. Grabbing the wrong one is the most common mistake.

Which tax certificate are they actually asking for?

Three documents get mixed up. The national tax payment certificate (납세증명서) proves you owe no national tax. The local tax payment certificate (지방세 납세증명서) proves the same for local taxes. The certificate of income amount (소득금액증명원) shows how much you earned. Your checklist may list one, two, or all three. Read the Korean names carefully.

What you needKorean nameIssued byWhat it provesWhere online

Certificate of income amount소득금액증명원National Tax ServiceYour income for a past yearHometax, Sontax

The first two form a pair. They answer one question: do you owe anything? The third answers a different question: how much do you earn?

That income question matters for statuses with an income bar. E-7 employers must meet salary standards set by the Ministry of Justice. F-2 points applicants claim points for annual income. F-6 marriage visa sponsors must show household income. F-5 applicants usually prove income too.

For all of these, immigration reads the sodeuk geumaek jeungmyeongwon (certificate of income amount). Why that one? It comes straight from tax filings, not from an employer letter. Officers trust it more.

What if you’re a D-2 student with no income? You can still issue a tax payment certificate. It simply shows no unpaid tax. That’s exactly what immigration wants to see.

One more note. Hometax offers English versions of some certificates. Korean immigration offices work in Korean, though. Issue the Korean version unless the office tells you otherwise.

Now you know what to get. Next comes the step where most people stall: the login.

How do you get a tax payment certificate on Hometax?

You can issue it free on Hometax or the Sontax mobile app, at any hour. Log in with your foreign registration number and a joint certificate, financial certificate, or simple authentication. Open the certificate menu, choose 납세증명서, and set the purpose. Then print it or save the PDF. Printed copies carry a verification number, so they count as originals.

Step by step on Hometax

  1. Go to Hometax. The site has an English mode, but certificate menus are most complete in Korean. Keep a translation tool open.
  2. Log in. Your account is tied to the 13-digit foreign registration number on your ARC. Common methods are a joint certificate (공동인증서) or financial certificate (금융인증서) from your Korean bank. Simple authentication through apps like Kakao or PASS also works, but it needs a phone line in your own name.
  3. Open the certificates section. Look for 증명·등록·신청 or 민원증명, depending on the layout.
  4. Click 납세증명서(국세완납증명).
  5. Check your personal details. Choose a purpose (사용목적) that fits immigration use. Choose online issuance (인터넷 발급).
  6. If the form asks whether to show your full registration number, show it. Immigration matches documents to you by that number.
  7. Print it or save the PDF. Each certificate has a document verification number (문서확인번호) the officer can check.

This is the core of 납세증명서 issuance online for foreigners. Hometax runs 24 hours a day, so you can do it the night you notice the checklist.

Need the certificate of income amount too? Follow the same path and choose 소득금액증명. You’ll pick a type. Salaried workers choose the wage earner version (근로소득자용). Freelancers and business owners pick the version for comprehensive income filers. Then select the year immigration asked for.

No certificate login? Two backups

Login trouble is common for newcomers. Many Korean banks issue a joint certificate when you open an account or set up online banking. Korean bank account for foreigners

But you’re only halfway done. Hometax can’t see a whole category of tax you probably pay.

The local tax certificate most applicants forget

Local taxes go to your city, county, or district, not the National Tax Service. That’s why Hometax can’t prove them. You issue the local tax payment certificate on Wetax, on Government24, or at your community service center. It covers local income tax, resident tax, and car tax. Even if you’ve never seen a local tax bill, you’ve likely paid one.

How? Local income tax (지방소득세) equals 10% of your national income tax. When your employer withholds income tax from your salary, it withholds local income tax too. You’ve been paying local tax every month without noticing.

Other local taxes arrive as mailed bills. Resident tax (주민세) notices go out each August. Car owners get car tax (자동차세) bills in June and December.

Here’s what actually happens to many foreigners. A bill goes to an old address. Nobody pays it. It turns into arrears (chenap, 체납). Then the local tax certificate won’t issue cleanly, right when you need it.

Keeping your address current with immigration cuts this risk. Your local office uses that address to send bills. address change report foreigner Korea

Getting the local tax payment certificate on Wetax

  1. Go to Wetax, the local tax portal run by the Ministry of the Interior and Safety.
  2. Log in with the same joint or financial certificate you used on Hometax.
  3. Open the certificate issuance menu and choose 지방세 납세증명서.
  4. Pick online issuance and print.

Prefer one site for everything? Search 지방세 납세증명서 on Government24. You can also walk into any community service center (jumin center, officially 행정복지센터) with your ARC.

Now the uncomfortable question. What if one of these certificates refuses to issue?

What happens if you owe even a small amount?

If you have any unpaid national or local tax, you won’t get a clean payment certificate. You must pay the balance first, then reissue. Immigration can also see arrears through data sharing with tax authorities. Under Ministry of Justice policy, foreigners with unpaid taxes can receive a shorter stay period at extension. Even a small missed bill is worth fixing fast.

Check before you need it. Hometax has an arrears lookup (체납 조회) after login. Wetax lists unpaid local bills in your tax history. You can pay by bank transfer to the virtual account on the bill, by card, or at a bank counter.

Give yourself a buffer. A payment doesn’t always appear in the system right away. Paying the night before your appointment is a gamble. Clear it a few business days ahead.

But it gets worse for one group. Freelancers and people with side income must file comprehensive income tax (종합소득세) every May. Skip that filing, and the tax office can assess the tax later with penalties added. That’s a common source of surprise arrears for foreign tutors and creators.

What does unpaid tax cost you at immigration? The real risk is a shorter stay period, not an instant refusal. But repeated arrears weigh on your record. That matters most when you later apply for F-2 or F-5.

Tax isn’t the only debt immigration watches. Unpaid National Health Insurance Service (NHIS) premiums can also limit your extension. NHIS arrears visa extension

So your record is clean. You issue the certificate. Can anything still go wrong? Yes. The date on it.

The timing mistake that sends people back to the queue

A national tax payment certificate is valid for 30 days from the issue date. Issue it too early, and it expires before your appointment. Income certificates have no fixed legal expiry. But they only cover past years, and last year’s data may not appear until spring. Line up every issue date with your HiKorea reservation.

The 30 days rule has a twist. If you have a tax bill due inside that window, the certificate is valid only until that due date. Local tax payment certificates follow a similar 30-day rule.

Income data has its own calendar. Employers submit last year’s wage records to the National Tax Service by March 10. So a salaried worker’s previous-year income usually shows from mid-March. Comprehensive income filers file in May, so their numbers typically appear from June.

Is your appointment in February? Then the latest full year on record may be the year before last. Officers know this. Still, ask the office or call the Immigration Contact Center at 1345 if you’re unsure which year to bring.

A simple schedule that works

Unsure whether your employer handled your year-end tax settlement correctly? Check that before issuing anything. Errors there change the numbers on your income certificate. year-end tax settlement foreigners

Before you close this tab

  1. Open your HiKorea checklist. Circle every tax document by its Korean name.
  2. Confirm you can log in to Hometax with a certificate. If not, visit your bank this week.
  3. Check Hometax and Wetax for unpaid bills now, not the night before.

Do those three things, and the tax line becomes the easiest item on your checklist. Menus and rules do change. For tax questions, the National Tax Service runs the 126 helpline with English consultation.

자주 묻는 질문

Q

Is a Korean tax payment certificate free for foreigners?

Yes. The national tax payment certificate is free on Hometax, Sontax, and Government24, and free at any tax office desk. The local tax payment certificate is also issued online through Wetax or Government24, or at a community service center with your ARC.

Q

Can I get a tax payment certificate if I've never worked in Korea?

Yes. A D-2 student or a newly arrived spouse with no income can still issue one. It simply shows that you have no unpaid tax, which is exactly what immigration wants to confirm.

Q

How long is a tax payment certificate valid for a visa extension?

A national tax payment certificate is valid for 30 days from the issue date. If you have a tax bill due within that window, it is valid only until that due date. Issue it within a week of your HiKorea appointment.

Q

Can someone else issue my tax certificate for me?

Yes. A friend, coworker, or agent can visit a tax office or community service center for you. They need a signed power of attorney (위임장), their own ID, and a copy of your ARC.

Q

What is the difference between a tax payment certificate and a certificate of income amount?

A tax payment certificate (납세증명서) proves you owe no tax. A certificate of income amount (소득금액증명원) shows how much you earned in a past year. Statuses with income requirements, such as E-7, F-2, F-5, and F-6, often need the income certificate as well.
