This matters because most people assume E-7 means a university degree and an office job. That is E-7-1, the professional category. One number changed everything here. In 2024 the government raised the annual E-7-4 quota to 35,000 places, several times larger than the quotas of the early 2020s. A path that used to be a lottery became a real queue.

So how long does the queue take to enter?

How many years of E-9 do you actually need?

Four. The baseline for E-7-4 is at least 4 years of cumulative work in Korea under E-9, E-10 or H-2 status within the previous 10 years. Cumulative means added together. Two years, a trip home, then two more years can still count. Your employment records under the Employment Permit System are the proof, so gaps and unreported work hurt you.

That is the short version of the years of E-9 required for E-7 conversion. Here is the part that surprises people.

The four years are counted from records, not from memory. The Ministry of Employment and Labor and the Employment Permit System portal hold your official employment history. If you worked three months somewhere without a proper permit transfer, that period may simply not exist on paper. Workers who switched jobs often are the ones who discover a missing half-year at the counter.

There is also history behind this rule. Korea’s old Industrial Trainee program sent foreign workers to factories as trainees rather than employees, with weak legal protection. The pass mark and the quota are published in an annual notice, not fixed in law.

Read that last line again. The cutoff moves.

Income is the block people underestimate. Your salary is checked against tax documents, not against your bank app. If your company reported less than it paid you, your score drops for a reason that is not your fault. Korean ability is the block people fix too late. A TOPIK test is held only on set dates, and results take weeks. KIIP classes run for months. If you start studying in the same month you apply, you have already lost those points.

Where most applications die: the document stage

Documents. Not eligibility. The typical rejection is not “you are not qualified”, it is a missing employer certificate, a tax record that contradicts the contract, or an expired ARC (Alien Registration Card). Immigration officers compare your papers against each other. Any number that does not match across two documents becomes a question, and questions become delays.

Here is the practical E-9 upgrade application documents list. Confirm the current version on HiKorea before you print anything, because required forms change.

  1. Application form (Form 34, the integrated application), available at any immigration office and on HiKorea.
  2. Passport and Alien Registration Card, plus a copy of each.
  3. Standard employment contract with your current employer, signed and dated.
  4. Business registration certificate of the employer, and proof the company is operating normally.
  5. Employment history record covering your full four years, from the Employment Permit System.
  6. Income proof: the withholding tax receipt for the most recent year, and payslips if requested.
  7. Korean ability proof: TOPIK score report, KIIP completion certificate, or an approved course certificate.
  8. Skill or license documents: national technical qualifications, in-house training records, safety certifications.
  9. Employer recommendation letter, on company letterhead, signed by the representative.
  10. Proof of residence, such as a lease or dormitory confirmation.
  11. Fee: 130,000 KRW for a status change permit.

One detail saves people weeks. Your employer must be willing to sign, and must be clean. If the company has unpaid wages, unreported staff, or lapsed insurance, your file inherits that problem. Check with your workplace before you book anything.

Booking is its own step. Slots at busy offices such as Seoul, Suwon and Ansan disappear fast, and you reserve them through the HiKorea reservation system. Reserve first, gather papers second.

So you filed. What now?

What happens after you file, and the mistake that resets everything

You submit in person, receive a receipt, and wait. Processing for E-7-4 commonly runs several weeks, and longer near quota deadlines. Your legal stay continues while the application is pending if you filed before your E-9 period expired. Approval arrives as a status change permit, and you then reissue your Alien Registration Card with the new status.

The mistake that undoes everything is simple. People quit the sponsoring job while the case is open.

Your E-7-4 application is tied to a specific employer’s recommendation and contract. Leave that company mid-process and the basis of the application disappears. If you must change jobs, ask the immigration office what happens to your pending case before you sign anything new. Do not rely on a coworker’s story.

What does the new status buy you? Longer permitted stay, renewable employment, and the ability to invite family under F-3 dependent status in many cases. E-9 does not offer that. Start with the two slow items: Korean proof and income records. Register for a TOPIK sitting or a KIIP class now, because both take months. Then request your employment history and last year’s withholding receipt, and compare them against your contract. Fix mismatches with your employer before you book an immigration appointment. One more habit worth building. Keep a folder, digital and paper, with every contract, payslip and permit from your first day in Korea. The workers who upgrade smoothly are rarely the ones with the highest scores. They are the ones who can prove their own history without asking anyone for help.

It is possible in principle, but rare in practice. E-7-1 requires a professional job offer matched to an approved occupation code, plus a degree or long career in that field.
