F-5 Card Renewal in Korea: The 10-Year Rule Permanent…

9분 읽기

Permanent status. Temporary plastic.

That gap catches a lot of F-5 holders off guard. You earned yeongju (영주, permanent residence) after years on an F-2, E-7, or F-6 visa. Maybe you passed KIIP (the Korea Immigration and Integration Program) along the way. Then a bank teller or a phone shop clerk looks at your ARC (Alien Registration Card) and points at a date.

Your status never expired. Your card did.

If that’s you, or will be soon, this guide walks you through the whole renewal. It covers the deadline, the papers, the photo, the fee, and what to do if you’re already late. F-5 permanent residency visa

Why does your F-5 card expire when your status doesn’t?

Your F-5 permanent residence status has no end date. The card that proves it does. Under Article 33 of the Immigration Act, the alien registration card issued to a permanent resident is valid for 10 years. When that period runs out, you need a new card. Your status, your registration number, and your rights stay exactly the same.

A permanent resident card is valid for 10 years. The holder must have it reissued before the validity period ends. (Immigration Act, Article 33, summarized from the statute published by MOLEG)

Think of it like a passport. Your citizenship doesn’t expire. Your passport booklet does.

The Korea Immigration Service, part of the Ministry of Justice, introduced this rule on September 21, 2018. Before that, F-5 cards had no expiry date at all. Some people were still carrying cards with photos from the early 2000s. The new rule keeps photos and personal data current.

People who already held F-5 cards in 2018 were moved onto the new system in phases, based on when their cards were issued. That transition is now over. Do you still carry an old card with no expiry date printed on it? Call the Immigration Contact Center at 1345 before doing anything else.

Why should you care if your status is safe anyway? Because the card is your daily ID. Banks, mobile carriers, and online identity checks on Government24 all rely on it. An expired card can be rejected at exactly the moment you need it.

So when do you actually have to act? It isn’t on the expiry date.

When is the real F-5 card renewal deadline?

The legal F-5 card renewal deadline is the expiry date printed on your card. You must apply before that date, not after it. In practice, your working deadline comes earlier. Immigration office appointments on HiKorea can fill up weeks ahead in busy areas like Seoul and Gyeonggi. Book as early as you reasonably can, and leave room for work or travel conflicts.

Start by finding the date. Look at your card now. The validity period is printed on it. Count back from that date and set two reminders on your phone.

Here’s the catch. Your F-5 ARC 10 year renewal is not like a visa extension. Many people assume there’s a grace period afterward. There isn’t one built into the rule. The day after expiry, you’re already late.

A practical plan looks like this:

  1. About 3 months before expiry: check your passport. If it expires soon too, renew it first. A new passport number on a new card saves a second trip.
  2. About 2 months before expiry: book a visit on HiKorea through the visit reservation menu.
  3. Before your appointment: confirm your address on file is current.

Are you unsure whether your office accepts renewals that far ahead? Call 1345. Staff answer in English and many other languages, and they can confirm your office’s accepted window.

You’ve got a date. Now you need the right papers, and the list is shorter than you’d think.

What documents, photo, and fee do you actually need?

The F-5 card renewal required documents list is short. Bring the Integrated Application Form, your valid passport, your current F-5 card, one color photo (3.5 cm x 4.5 cm), and the reissuance fee. Most applicants need nothing else. Officers can ask for more if your name, passport, or address has changed. Bring proof of any change.

Here’s the full checklist:

ItemDetails
Application formIntegrated Application Form (Form 34), available at the office or on HiKorea
PassportMust be valid. Bring the old one too if the number changed
Current F-5 cardYour existing ARC, even if it’s already expired
Photo1 color photo, 3.5 cm x 4.5 cm, taken within the last 6 months
FeeStandard ARC reissuance fee, paid by revenue stamp

The photo rules people trip on

The F-5 card renewal photo and fee are where small mistakes cost a second visit. Your photo should have a plain white background. Your face should be centered and uncovered. No hats. No tinted glasses.

A selfie printed at a convenience store won’t pass. Use a photo studio and say it’s for an ARC. Most studios near immigration offices know the format.

Paying the fee

The standard alien registration card reissuance fee is 30,000 won. You pay it with a revenue stamp (suip inji, 수입인지), not cash at the counter. Most immigration offices have a stamp machine on site. Fees can change, so check the current amount on HiKorea before your visit.

When you need extra papers

Did you change your name after marriage or divorce? Bring the official document showing the change. Did you get a new passport? Bring both. Did you move? Report the new address before the appointment.

That last one sounds minor. It’s the step that quietly derails the most appointments.

Where do most F-5 renewals stall?

Most delays happen before you reach the counter. People book the wrong office, skip an address report, or bring a photo that fails the spec. You must apply at the immigration office or branch that covers your registered address. If the address on file is old, report your move first. Otherwise your renewal can be held up on the day.

Korea assigns each address to one immigration office or branch. This is called jurisdiction. If you live in Incheon but book in central Seoul, you can be turned away.

But it gets worse. Your registered address is whatever immigration has on file. It isn’t wherever you currently sleep. If you moved and never reported it, your file still points to the old office.

Here’s the full process, start to finish:

  1. Check your expiry date on the card.
  2. Confirm your registered address. If you moved, report it at your local community center (jumin center) or through HiKorea.
  3. Find your jurisdiction office using the office search on HiKorea.
  4. Book a visit reservation on HiKorea for the F-5 card reissuance task.
  5. Prepare your documents using the checklist above.
  6. Arrive early and buy your revenue stamp at the office machine.
  7. Submit everything at your appointment. Keep the receipt you’re given.
  8. Collect your new card in person, or by delivery if your office offers it.
  9. Update your records with your bank, mobile carrier, and employer.

Processing time varies by office and season. Don’t plan an overseas trip for the days right after your appointment. You may not have the new card yet.

One piece of good news: your foreign registration number doesn’t change. Your NHIS record, tax records at the National Tax Service, and bank accounts stay linked. You’re only updating the card itself.

That covers the smooth path. What if the expiry date has already passed?

What if your F-5 card expired before you renewed it?

Your permanent residence doesn’t vanish when the card expires. But late renewal breaks the Immigration Act, and Article 100 allows a fine (gwataeryo, 과태료). The amount generally grows with how late you are. Go to your jurisdiction office as soon as you can. Bring the same documents, plus a short explanation of why you were late.

F-5 card expiry before renewal is common. People move, lose track, or simply don’t know the rule exists. Immigration officers see it often.

Here’s what actually happens. You submit the normal application. The officer notes the delay. You may be asked to pay the fine before the reissuance goes through. Officers have some discretion within the legal range, and a clear reason can help. Serious illness or a family emergency abroad are typical examples.

What shouldn’t you do? Don’t wait for a “better time.” Every extra week can add to the amount. And don’t keep using the expired card as ID if you can avoid it. Carry your passport instead until the new card arrives.

If you’re not sure how late you are, or what the fine might be, call 1345 first. They can tell you what to bring. ARC expired pending renewal

One situation makes a late card much harder to fix. It’s being outside Korea when it happens.

Can you travel abroad around your renewal date?

Yes, but plan the trip around the card. F-5 holders are exempt from a re-entry permit when they return within 2 years of departure. That exemption doesn’t fix an expired card, though. If your card will expire while you’re abroad, renew it before you leave. Coming back with an expired card can mean questions at the airport and a fine.

The 2-year re-entry exemption is one of the biggest perks of F-5 status. Most other visa types, such as E-7 or D-10, lose more flexibility when they leave Korea. Still, it has limits.

Planning to stay abroad longer than 2 years? You need a re-entry permit before you go. Staying away longer than that without one can put your F-5 status at risk. Check the current rules on HiKorea or with 1345 before booking a long trip.

If your card expires in the middle of a planned trip, move your renewal earlier. Don’t count on fixing it from overseas. Reissuance happens at an office in Korea, in person.

Your next move

Three things, today:

If you’re supporting a spouse on an F-6 visa who’s working toward F-5, share this with them. The 10-year rule will apply to their card too. The KIIP portal has details on the integration program that many F-5 applicants complete first.

Ten years go by fast. The renewal itself takes one morning, if you book it in time.

자주 묻는 질문

Q

Does my F-5 permanent residence expire after 10 years?

No. Your F-5 status itself has no end date. Only the card is valid for 10 years under Article 33 of the Immigration Act. You keep your status by having the card reissued before it expires.

Q

Can I renew my F-5 card online without visiting an office?

Most F-5 card reissuance is handled in person at the immigration office covering your registered address, because you submit a new photo and your current card. Book the visit on HiKorea. Call 1345 to check whether your office offers any alternative for your situation.

Q

How much is the F-5 card renewal fee?

The standard alien registration card reissuance fee is 30,000 won, paid with a revenue stamp bought at the immigration office. Fees can change, so check the current fee table on HiKorea before your visit. A late renewal can add a separate fine under Article 100 of the Immigration Act.

Q

My F-5 card already expired. Am I staying in Korea illegally?

No. Your permanent residence status remains valid. However, missing the reissuance deadline violates the Immigration Act and can lead to a fine. Visit your jurisdiction immigration office as soon as possible with your passport, old card, photo, and fee.

Q

Do I need a re-entry permit to travel while holding an F-5?

F-5 holders don't need a re-entry permit if they return within 2 years of departure. For longer stays abroad, get a re-entry permit before leaving. Make sure your card won't expire during the trip, because reissuance is done in Korea.
