Korea Visa Issuance Certificate: Who Files It, and When

Then everything stopped. You opened the Korean consulate page in your country and hit one line that made no sense: apply using your certificate of visa issuance number. Nobody gave you a number. Nobody explained that you were never the person who applies for it.
